Companies expanding into Brazil usually arrive with a headcount plan and no local hiring capability. Hiring a recruiter first is circular — you need someone who knows the market to hire the person who knows the market — and it costs months you planned to spend building the team.

What makes hiring here different from your home market

Most employment runs under CLT, the statutory regime, with mandatory entitlements — paid vacation with a bonus, a thirteenth salary, severance deposits, notice requirements. Total employer cost sits meaningfully above base salary, so a headcount plan built on gross salaries alone will be short from the first hire.

In technology there is also a parallel contracting practice (PJ), where the individual invoices through their own company. It changes cost and obligations, and carries reclassification risk where the relationship functions as employment. Decide it with Brazilian counsel before you make offers, not after.

And you are not only competing with local employers. Experienced Brazilian professionals, particularly in technology, are hired directly by companies abroad and paid in foreign currency. That sets the reference point at the senior end.

Why an embedded model fits an entry

A per-role agency works for an isolated, hard hire, but nothing accumulates: every role restarts, and what gets learned about your market stays with the agency. A first local recruiter is the right long-term answer and the wrong immediate one, because of the lead time to hire and calibrate them.

An embedded team absorbs the spike without permanent structure, and works under your brand and your process. For a company without a local entity history, it also means candidates are approached by someone who can explain who you are — which matters when your name means nothing here yet.

That last point is the test of whether the engagement worked. If at the end you cannot describe your own hiring process in Brazil, it was outsourcing with a different label, and the dependency remains.
